中华人民共和国政府和坦桑尼亚联合共和国政府，本着进一步发展两国之间友好关系和加强两国之间领事关系的共同愿望，根据《中华人民共和国香港特别行政区基本法》第一百五十七条，就坦桑尼亚联合共和国在中华人民共和国香港特别行政区设立名誉领事馆事达成协议如下：
第一条
中华人民共和国政府同意坦桑尼亚联合共和国政府在中华人民共和国香港特别行政区设立名誉领事馆，领区为香港特别行政区。中华人民共和国政府于一九九九年十二月二十日对澳门恢复行使主权后，领区亦包括中华人民共和国澳门特别行政区。此前，经澳葡政府同意，坦桑尼亚联合共和国驻香港特别行政区名誉领事馆可兼管澳门领事事务。
第二条
坦桑尼亚联合共和国驻中华人民共和国香港特别行政区名誉领事应在一九六三年四月二十四日《维也纳领事关系公约》和中华人民共和国有关法律和规定的范围内执行领事职务。
第三条
中华人民共和国政府根据《维也纳领事关系公约》以及中华人民共和国有关法律和规定，为坦桑尼亚联合共和国驻中华人民共和国香港特别行政区名誉领事馆执行领事职务提供必要的协助和便利。
第四条
双方将本着友好协商的精神，根据《维也纳领事关系公约》和国际惯例，妥善处理两国间的领事问题。
第五条
坦桑尼亚联合共和国驻香港特别行政区名誉领事可以是缔约双方公民或第三国公民，但不得是无国籍者，且必须是中华人民共和国香港特别行政区永久性居民。
第六条
坦桑尼亚联合共和国向中华人民共和国香港特别行政区委派职业领事后不得再委派名誉领事。
第七条
本协定自签字之日起生效。
本协定于一九九八年四月八日在北京签订，一式两份，每份都用中文和英文写成，两种文本同等作准。

AGREEMENT BETWEEN THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF CHINA AND THE GOVERNMENT OF THE UNITED REPUBLIC OF TANZANIA ON THE ESTABLISH- MENT OF AN HONORARY CONSULATE BY THE UNITED REPUBLIC OF TANZANIA IN THE HONG KONG SPECIAL ADMINISTRATIVE REGION OF THE PEOPLE'S REPUBLIC OF CHINA
The Government of the People's Republic of China and the Government of the United Republic of Tanzania, out of the common desire to furtherdevelop the friendly relations and enhance the consular ties between the two countries, and in accordance with Article 157 of the Basic Law of the Hong Kong Special Administrative Region of the People's Republic ofChina, have reached the following agreement on the establishment by theUnited Republic of Tanzania of an honorary consulate in the Hong KongSpecial Administrative Region of the People's Republic of China:
ARTICLE ONE
The Government of the People's Republic of China agrees to theestablishment by the Government of the United Republic of Tanzania of anhonorary consulate in the Hong Kong Special Administrative Region of thePeople's Republic of China, with the Hong Kong Special AdministrativeRegion as its consular district. The consular district will also includethe Macao Special Administrative Region of the People's Republic ofChina after the Government of the People's Republic of China resume theexercise of sovereignty over Macao. And before that, with the consent ofthe Portuguese Macao government, the honorary consulate of the UnitedRepublic of Tanzania may look after the consular affairs related toMacao.
ARTICLE TWO
The honorary consul of the United Republic of Tanzania in the HongKong Special Administrative Region of the People's Republic of Chinashall exercise the consular functions in accordance with the ViennaConvention on Consular Relations of 24 April, 1963 and the relevant lawsand regulations of the People's Republic of China.
ARTICLE THREE
The Government of the People's Republic of China, in accordance withits relevant laws and regulations, shall accord the necessary assistanceand facilities to the honorary consul of the United Republic of Tanzaniain the Hong Kong Special Administrative Region of the People's Republicof China in the exercise of the consular functions.
ARTICLE FOUR
The two sides shall properly handle consular matters between them inthe spirit of friendly consultation, and in accordance with the ViennaConvention on Consular Relations and international practice.
ARTICLE FIVE
The honorary consul of the United Republic of Tanzania in the HongKong Special Administrative Region of the People's Republic of Chinashall be a national of either side or a third country; but not astateless person, and must be a permanent resident of the Hong KongSpecial Administrative Region of the People's Republic of China.
ARTICLE SIX
The United Republic of Tanzania shall not appoint any honoraryconsul, once it has appointed a career consul to the Hong Kong SpecialAdministrative Region of the People's Republic of China.
ARTICLE SEVEN
The present Agreement shall enter into force on the date ofsignature.
Done in Beijing on 8 April, 1998 in duplicate in the Chinese andEnglish languages, both texts being equally authentic.
