我与瓦努阿图共和国已于一九九七年一月九日就瓦努阿图共和国在香港特区保留名誉领事馆问题换文达成协议。现送上瓦方照会和我方照会（均为影印件），请予备案。换文正本已存外交部。
瓦努阿图共和国外交及移民部：
中华人民共和国驻瓦努阿图共和国大使馆向瓦努阿图外交及移民部致意，并荣幸地收到外交及移民部一九九七年一月九日第001／ＭＦＡＩ／97号来照，内容如下：
“瓦努阿图共和国外交及移民部向中华人民共和国驻瓦努阿图共和国大使馆致意，并谨代表瓦努阿图共和国政府确认，双方经过友好协商，就瓦努阿图共和国在中华人民共和国香港特别行政区保留名誉领事馆问题，达成协议如下：
一、中华人民共和国政府同意瓦努阿图共和国政府在中华人民共和国香港特别行政区保留名誉领事馆，领区为香港特别行政区。
二、名誉领事可以是协议双方公民或第三国公民，但不得是无国籍者，且必须是中华人民共和国香港特别行政区永久性居民。
三、瓦努阿图共和国向香港特别行政区委派职业领事后不得再委派名誉领事。
四、名誉领事应在《维也纳领事关系公约》和中华人民共和国有关法律和规定的范围内执行领事职务并享有相应的特权与豁免。
上述内容，如蒙大使馆代表中华人民共和国政府复照确认，本照会和大使馆的复照即构成两国政府间的一项协议，并自一九九七年七月一日起生效。”
大使馆谨代表中华人民共和国政府确认，同意上述照会内容。

NOTE NO.: 001 MFAI 97
The Ministry of Foreign Affairs and Immigration of the Republic ofVanuatu presents its compliments to the Embassy of the People's Republicof China in the Republic of Vanuatu, and, on behalf of the Government ofthe Republic of Vanuatu, has the honour to confirm that the two sideshave, through friendly consultations, reached the following agreementconcerning the maintenance by the Republic of Vanuatu of the consular postheaded by an honorary consularofficer in the Hong Kong SpecialAdministrative Region of the People's Republic of China:
1. The Government of the People's Republic of China agrees to themaintenance by the Government of the Republic of Vanuatu of the consularpost headedby an honorary consular officer in the Hong Kong SpecialAdministrative Region of the People's Republic of China, with the HongKong Special Administrative Region as its consular district.
2. The honorary consular officers shall be the citizens of eitherParty or a third country, but not the stateless, and they must be thepermanent residents of the Hong Kong Special Administrative Region of thePeople's Republic of China.
3. The Republic of Vanuatu shall not appoint any honorary consularofficers, once it has appointed career consular officers to the Hong KongSpecial Administrative Region.
4. The honorary consular officers shall exercise consular functions inaccordance with Vienna Convention on Consular Relations and the relevantlaws and regulations of the People's Republic of China, and enjoy thecorresponding privileges and immunities.
If the above points receive the confirmation of the Embassy in a notein reply made on behalf of the Government of the People's Republic ofChina, thepresent note and the return note of the Embassy shall form anagreement between the two governments and shall enter into force on 1 July1997.
The Ministry of Foreign Affairs and Immigration of the Republic ofVanuatu avails itself of this opportunity to renew to the Embassy of thePeople's Republic of China the assurances of its highest consideration.
