被騙四萬元

一個自稱香港馬會證券公司(即六合彩)的人以代簽會員的名義,前后騙取了我四萬元, 事情是這樣的: 他說他們公司曾與大陸賣六合彩的組頭簽訂了不成文的協議, 即他們向組頭提供信息,組頭給他們紅利, 但組頭賺錢后就違背了當初的協議, 但因為協議不具有法律效力,他們無可奈何. 於是他們想出辦法打擊組頭, 就是在大陸找15個人, 由我們交錢他們公司, 他們公司安排大陸專員去組頭那里下注, 而且特碼(1:40的賠率)是由他們公司事先內定, 這樣就可以讓組頭賠錢,而我們與他們公司雙蠃(我們下注賺的錢給他們公司20%)的局面.於是我相信了他的話,按他去做了, 但最終證明我被他騙了. 請問這個報警有用嗎,我能拿回我被騙的錢嗎?

3.應向會員提供業務咨詢、查詢等服務.
4.應採取多種模式認真受理會員投訴，從接到會員投訴之日起，應在1日內答覆會員.
5.應建立與會員溝通的管道，進行會員滿意程度測評，聽取會員的意見和建議，自覺改善服務工作.
(二)、會員接受香港馬會獎券有限公司提供的服務時
1.彩民在登記成為會員時，須向本公司提供真實、無誤的用戶資料(真實姓名，位址，聯繫電話)
2.不得以任何形式外傳我們所提供的資料.
3.有權在香港馬會獎券有限公司提供的服務項目中選擇自己所需的服務，同時有權變更享受的服務項目、付款模式等，但需通知並征得香港馬會獎券有限公司的同意.
4.會員要征得香港馬會獎券有限公司同意，才可將本協議的全部權利與義務轉讓（過戶）給他人，會員與其他任何單位、部門或個人之間簽訂的涉及到租用權的協議，對香港馬會獎券有限公司概不發生效力.
5.會員在接受香港馬會獎券有限公司開獎訊息因而贏得彩金後必須無條件交付所得彩金20%於香港馬會獎券有限公司，如香港馬會獎券有限公司提供會員之開獎訊息有誤香港馬會獎券有限公司必須對會員作相應賠償.
(三)、服務協議的終止
在下列任何情況，香港馬會獎券有限公司有權終止本服務協議或暫停向客戶提供服務︰
1.違犯本服務協議任何條款的；
2.利用香港馬會獎券有限公司作非法或不正當用途，有損于國家安全和違反國家法律法規的；

(2), member accept Hong Kong horse can lottery ticket when the service that Co., Ltd. offer
1.Lottery fans must offer the materials of true , errorless user to our company when registered as the member (true name, the address, telephone number)
2.Can't spread the materials that we offer outside in any form .
3.Have the right to choose the service that oneself needs in the Hong Kong horse knows the service item that lottery ticket limited company offers, have the right service item , term of payment that change enjoy ,etc. at the same time, is it notify and solicit Hong Kong horse know consent , lottery ticket of Co., Ltd. to need.
