欠条是否有法律效力

最近因为老板拖欠我剩余工资，我草拟了一份欠条，我想知道这样的格式，内容是否具有法律效力。不知应该怎样发给大家帮我看看。由于进公司时，无劳动合同，也无上下班记录，现在老板拖欠我工资有段时间了，不知道这份欠条是否有用。本来出来打工，工资就没多高，已经很不容易了。就那么点工资，现在又拖欠着，希望大家帮我想想办法怎样更好的解决。谢谢！

截止2013年3月12日，本人（甲方）尚欠乙方人民币13000元整（大写：壹万叁仟元整），本人承诺于2013年4月1日前（不含2013年4月1日）还清所有欠款。如不能按期还清，违约金则按照所欠总额每日1%的利息计算。由此产生的一切纠纷费用，由甲方承当。

On the date of March 12,2013 ,I(Party A ) owed the Party B the sum of RMB 13,000 Yuan ( Say RMB one hundred and Thirty hundreds Yuan), I(Party A) promise to pay all the total amount before April 1,2013( the day of April 1 ,2013 not including). The penalty bond will be 1% daily interest of the owed amount, if I (Party A) can not pay off the total amount on time. All expenses of any disputes incurred should be borne by the Party A.

                                欠条申明

由于本人（甲方，按照欠条内称呼，即代表本公司）目前资金短缺，原承诺本应于2013年2月1日（即乙方离职期）付清乙方所欠工资（壹万叁仟元整），但截止今日尚未付清。双方经友好协商，特立此欠条，以为凭证。

本欠条共含三部分，即：1. 欠条
                      2. 欠条申明
                      3. 甲方护照复印件

此欠条双方各持一份（含中英文版）。双方签字起，即刻生效。

                            I O U Statement
Due to shortage of funds, I (Party A same as in the IOU, representing Blessed Henken International Cargo Co.,Ltd) didn’t pay off the balance salary owed  Party B (same as in the IOU) RMB 13,000 Yuan (Say One Hundred and Thirty Hundreds Yuan ) which was promised to be paid on February 1, 2013 (Party A resignation date from employment at Blessed Henken International Cargo Co.,Ltd) .By amicably discussing, the Party A and Party B have arrived at the agreement on this IOU.

The IOU includes three parts:
1. The IOU
2. IOU statement
3. The Copy of the Party A’s Passport

Both Parties hold each one IOU (including Chinese and English Version). It is effective after both parties sign it.
