中华人民共和国政府和毛里求斯共和国政府（以下简称“缔约双方”），本着发展两国之间友好关系和加强两国之间领事关系的共同愿望，就毛里求斯共和国在中华人民共和国香港特别行政区保留名誉领事馆问题达成协议如下：
一、中华人民共和国政府同意毛里求斯共和国政府在中华人民共和国香港特别行政区保留名誉领事馆，领区为香港特别行政区。
二、毛里求斯共和国驻中华人民共和国香港特别行政区名誉领事官员人数（不包括服务人员）以两名为限。人数的增减双方可另行商定。
三、中华人民共和国政府根据中国有关法律和规定，为毛里求斯共和国驻中华人民共和国香港特别行政区名誉领事馆及其名誉领事官员执行领事职务提供必要的协助和便利。
四、双方将本着协商合作的精神，根据《维也纳领事关系公约》和国际惯例，友好地处理两国间的领事问题。
五、名誉领事可以是缔约双方公民或第三国公民，但不得是无国籍者，且必须是中华人民共和国香港特别行政区永久性居民。
六、毛里求斯共和国向香港特别行政区委派职业领事后不得再委派名誉领事。
七、本协定自一九九七年七月一日起生效。
本协定于一九九七年四月十四日在北京签订，一式两份，每份都用中文和英文写成，两种文本同等作准。

AGREEMENT BETWEEN THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF CHINAAND THE GOVERNMENT OF THE REPUBLIC OF MAURITIUS CONCERNING THE MAINTENANCEBY THEREPUBLIC OF MAURITIUS OF THE CONSULAR POST HEADED BY AN HONORARYCONSUL IN THE HONG KONG SPECIAL ADMINISTRATIVE REGION OF THE PEOPLE'SREPUBLIC OFCHINA

The Government of the People's Republic of China and the Government ofthe Republic of Mauritius (hereinafter referred to as "the two Parties"),out of the common desire to develop friendly relations and enhanceconsular ties between the two countries, have reached the followingagreement concerning the maintenance by the Republic of Mauritius of theconsular post headed by an honorary consul in the Hong Kong SpecialAdministrative Region of the People's Republic of China:
1. The Government of the People's Republic of China agrees to themaintenance by the Government of the Republic of Mauririus of the consularpost headed by an honorary consul in the Hong Kong Special AdministrativeRegion of the People's Republic of China, with the Hong Kong SpecialAdministrative Regionas its consular district.
2. The number of the honorary consular officers (not including theservice staff) of the Republic of Mauritius in the Hong Kong SpecialAdministrativeRegion of the People's Republic of China shall be limitedto two. Any change as to the number of the honorary consular officersshall be decided upon by the two Parties through separate consultations.
3. The Government of the People's Republic of China, in accordancewith its relevant laws and regulations, shall accord the necessaryassistance and facilities to the consular post headed by an honoraryconsul of the Republic of Mauritius in the Hong Kong SpecialAdministrative Region of the People's Republic of China and its honoraryconsular officers in the exercise of consular functions.
4. The two Parties shall handle consular matters between them in afriendly manner in the spirit of consultation and co-operation, and inaccordance with the Vienna Convention on Consular Relations andinternational practice.
5. The honorary consular officers shall be the nationals of eitherParty or a third country, but not the stateless, and must be the permanentresidents of the Hong Kong Special Administrative Region of the People'sRepublic of China.
6. The Republic of Mauritius shall not appoint any honorary consularofficers, if it has appointed career consular officers to the Hong KongSpecial Administrative Region of the People's Republic of China.
7. The present Agreement shall enter into force on 1 July 1997.
