中华人民共和国政府和特立尼达和多巴哥共和国政府（以下简称“双方”），本着加强两国友好关系和增进两国领事关系的愿望，就特立尼达和多巴哥共和国在中华人民共和国香港特别行政区保留名誉领事馆问题达成协议如下：
一、中华人民共和国政府同意特立尼达和多巴哥共和国政府在中华人民共和国香港特别行政区保留名誉领事馆，领区为香港特别行政区。二、名誉领事得根据《维也纳领事关系公约》和中华人民共和国香港特别行政区有关法律和规定执行领事职务，并据此享有相应的特权与豁免。三、中华人民共和国政府根据中国有关法律和规定，为特立尼达和多巴哥共和国驻中华人民共和国香港特别行政区名誉领事执行领事职务提供必要的协助和便利。四、双方本着协商合作的精神，并根据《维也纳领事关系公约》的规定和国际惯例，处理两国间的领事事务。五、名誉领事可以是双方公民或第三国公民，但不得是无国籍者，且必须是中华人民共和国香港特别行政区永久性居民。六、本协定自一九九七年七月一日起生效。本协定于一九九七年三月二十四日在西班牙港签订，一式两份，每份都用中文和英文写成，两种文本同等作准。中华人民共和国特立尼达和多巴哥共和国政府代表政府代表陆树林拉尔夫·马拉吉中国驻特多大使特多外交部长agreementbetweenthegovernmentoftherepublicoftrinidadandtobagoandthegovernmentofthepeople'srepublicofchinaconcerningthemaintenancebytherepublicoftrinidadandtobagooftheconsularpostheadedbyanhonoraryconsulinthehongkongspecialadministrativeregionofthepeople'srepublicofchinawholedocumentthegovernmentoftherepublicoftrinidadandtobagoandthegovernmentofthepeople'srepublicofchina(hereinafterreferredtoas"thetwoparties"),desiringtostrengthenthefriendlyrelationsandenhancetheconsulartiesbetweenthetwocountries,haveconcludedthefollowingagreementconcerningthemaintenancebytherepublicoftrinidadandtobagooftheconsularpostheadedbyanhonoraryconsulinthehongkongspecialadministrativeregionofthepeople'srepublicofchina:1.thegovernmentofthepeople'srepublicofchinaagreestothemaintenancebythegovernmentoftherepublicoftrinidadandtobagooftheconsularpostheadedbyanhonoraryconsulinthehongkongspecialadministrativeregionofthepeople'srepublicofchina,withthehongkongspecialadministrativeregionasitsconsulardistrict.2.thehonoraryconsulshallexercisetheconsularfunctionsinaccordancewiththeviennaconventiononconsularrelationsandtherelevantlawsandregulationsofthehongkongspecialadministrativeregionofthepeople'srepublicofchina,andshallenjoythecorrespondingprivilegesandimmunitiescontainedtherein.3.thegovernmentofthepeople'srepublicofchina,inaccordancewithitsrelevantlawsandregulations,shallaccordthenecessaryassistanceandfacilitiestothehonoraryconsuloftherepublicoftrinidadandtobagointhehongkongspecialadministrativeregionofthepeople'srepublicofchinaintheexerciseofhisconsularfunctions.4.thetwopartiesshallregulateallconsularmattersbetweentheminaspiritofconsultationandcooperationaswellasinaccordancewiththeprovisionsoftheviennaconventiononconsularrelationsandinternationalpractice.5.thehonoraryconsulshallbeanationalofeitherpartyorathirdcountry,butnotstateless,andmustbeapermanentresidentofthehongkongspecialadministrativeregionofthepeople'srepublicofchina.6.thepresentagreementshallenterintoforceon1july1997.doneatononethousandninehundredand,induplicateintheenglishandchineselanguages,bothtextsbeingequallyauthentic.forthegovernmentforthegovernmentofoftherepublicofthepeople'srepublictrinidadandtobagochina
