中华人民共和国政府同意南斯拉夫联盟共和国政府在上海设立总领事馆事,已于一九九八年二月十一日在北京以互换照会形式达成协议。现将中方照会副本和南方照会正本影印件及译文送上,请予备案。

中华人民共和国外交部向南斯拉夫联盟共和国驻华大使馆致意,并谨确认,中华人民共和国政府和南斯拉夫联盟共和国政府经过友好协商,就双方互设总领事馆问题达成协议如下:

一、中华人民共和国政府同意南斯拉夫联盟共和国政府在上海设立一个总领事馆,其领区范围为上海市、江苏省、浙江省和安徽省。

二、南斯拉夫联盟共和国政府同意中华人民共和国政府在南斯拉夫联盟共和国设立一个总领事馆。设领地点和领区范围将通过外交途径商定。

三、两国政府将在各自的法律规定的范围内为对方总领馆的设立提供一切必要的协助。

上述内容,如蒙大使馆代表南斯拉夫联盟共和国政府复照确认,本照会和大使馆的复照即构成中华人民共和国政府和南斯拉夫联盟共和国政府之间的一项协议,并自复照之日起生效。

“中华人民共和国外交部向南斯拉夫联盟共和国驻华大使馆致意,并谨确认,中华人民共和国政府和南斯拉夫联盟共和国政府经过友好协商,就双方互设总领事馆问题达成协议如下:

The Ministry of Foreign Affairs of the People's Republic of Chinapresents its compliments to the Embassy of the Federal Republic ofYugoslavia and has the honour to confirm that the Government of thePeople's Republic of China and the Government of the Federal Republic ofYugoslavia, through friendly consultations, have reached the followingagreement on the mutual establishment of consulates general:

1. The Government of the People's Republic of China agrees to theestablishment of a consulate general of the Federal Republic ofYugoslavia in Shanghai with the consular district comprising ShanghaiMunicipality, Jiangsu, Zhejiang and Anhui provinces.

2. The Government of the Federal Republic of Yugoslavia agrees tothe establishment of a consulate general of the People's Republic ofChina in the Federal Republic of Yugoslavia with the place and theconsular district subject to further consultations through diplomaticchannels.

3. The Governments of the two countries will, within the frameworkof the stipulations of their respective laws, provide each other withall necessary assistance for the establishment of the ConsulatesGeneral.

If the Embassy confirms in a note of reply the above points onbehalf of the Government of the Federal Republic of Yugoslavia, thepresent note and the note of reply of the Embassy shall constitute anagreement between the Government of the People's Republic of China andthe Government of the Federal Republic of Yugoslavia, and be effectivefrom the date of the note of reply.

The Ministry of Foreign Affairs of the People's Republic of Chinaavails itself of this opportunity to renew to the Embassy of the FederalRepublic of Yugoslavia the assurances of its highest consideration.

BEIJING, 19 JANUARY 1998 EMBASSY OF THE FEDERAL REPUBLIC OF YUGOSLAVIA IN CHINA, BEIJING

The Embassy of the Federal Republic of Yugoslavia in China presentsits compliments to the Ministry of Foreign Affairs of the People'sRepublic of China and has the honour to acknowledge the receipt of thelatter's Note, (98) Bu Ling Er Zi No. 006 dated 19 January 1998, whichreads as follows:

"The Ministry of Foreign Affairs of the People's Republic of Chinapresents its compliments to the Embassy of the Federal Republic ofYugoslavia and has the honour to confirm that the Government of thePeople's Republic of China and the Government of the Federal Republic ofYugoslavia, through friendly consultations, have reached the followingagreement on the mutual establishment of consulates general:
