近日，国家外汇管理局接财政部通知，称世界银行通知财政部，目前，有部分境外机构出售假冒世行名义的所谓“优先银行债券”、“优先银行担保”以及“备用信用证”等投资工具，有些不明真相的投资者纷纷上当受骗。现将世界银行有关文件转发给你们，并通知如下：
一、请各分局及时将此文件转发所辖机构，包括支局、银行、企业等，提醒境内投资者谨慎投资，以免上当受骗。
二、请各中资外汇指定银行总行及时将此文件转发所辖分支机构(包括海外机构)，要求所辖分支机构提高警惕，以免给国家财产造成损失。
三、执行中，如发现问题，请及时向国家外汇管理局综合司反映。
附件1：世界银行警告：假冒世行名义的投资计划
华盛顿，11，24，1999——世行已经注意到有关金融欺诈图谋，警告假冒该行名义的任何投资交易。
最近几个月，国际金融市场出现数个假称得到世界银行支持的投资欺诈计划，这些非法投资工具中的大部分以“优先银行债券”、“优先银行担保”以及“备用信用证”等名义进行出售。
世界银行在此澄清：世界银行与这些投资计划无关，对其亦未有任何形式的认证、授权或支持。
世界银行所有投资都是在金融市场中向全球的退休基金、保险公司、企业、其他金融机构以及私人销售3A级债券和其他债务证券。世界银行所有债券发行都是通过发债说明书或者其他发行文件进行，这些发行文件公开发行，可以得到。世界银行从未发行亦不支持所谓“优先银行债券”、“优先银行担保”以及“备用信用证”等。
世界银行正与有关执法机构合作调查上述投资欺诈行为。

WASHINGTON， November 24， 1999-In light of fraudulent financial
schemes that have been brought to its attention， the International Bank
for Reconstructi on and Development ('The World Bank') is warning
against investment deals that misuse the institution's name.
In recent months， several fraudulent investment schemes havebeen circulated， falsely claiming to be backed by the World Bank. Mostof these illegal instruments are sold as so-called 'Prime Bank Notes，''Prme Bank Guarantees，' or 'Standby Letters of Credit，'
The World Bank wants to make clear that it disavows theseschemes and does not authenticate， authorize， or support these types ofinstruments.
The World Bank raises almost all of its money in financial marketsby selling AAA - rated bonds and other debt securities to pensionfunds， insurance comparies， corporations， other financial institutions，and individuals around the globe. World Bank bonds are offered directlythrough prospectuses or other offering documents that are publiclyavailable upon rcquest. The World Bank does not issue or back 'PrimeBank Notes，' 'Prime Bank Guarantees，' or 'Standby Letters of Credit.'
The World Bank is coopcrating with the appropriate law enforcementauthorities who are investigating these fraudulent schemes.
