【摘要】全球气候变化问题越来越成为国际社会关注的热点，我国在应对气候变化领域面临严峻的挑战，全球控制温室气体排放将对我国的和平发展形成新的严重制约。英国是世界上控制气候变化的先行者，针对《京都议定书》的目标，英国积极的采取措施，在不削减能源供给和不牺牲经济发展的基础上进行低碳排放。其中，碳基金是英国为减少温室气体排放所采取的措施之一，也是我国为控制气候变化所利用的方法。与英国相比，我国的碳基金还处于不成熟期，需要进一步的发展，因此，我国可以根据英国碳基金的运作，来完善我国自身的碳基金体系，以更好的应对气候变化。

　　【英文摘要】The problem of the worldwide climate changing becomes more and more concerned by international society. China makes face to serious challenge in this field. There will be new constrains to the peace development of our nation by controlling the greenhouse gas. English is the forerunner in controlling the climate in the world. For the purpose of ， and based on protecting the energy and the economic， English tries its best to cut the carbon emission. The carbon fund is one of the measures to control the climate changing in English and China. The carbon fund is immature in China comparing with English. On the grounds of the carbon fund in English， therefore， perfecting the system of the carbon fund in China so as to solving the climate changing.

　　【正文】气候变化是当今最热门的全球性环境问题，人类活动是导致全球变暖的主要原因。全球变暖的过程将长期延续下去，尽管人类已经努力在向低碳和无碳的能源时代迈进，但是人类发展仍将长期依赖于石化能源的消耗，脱离碳能源的时代还需要很长的时期。全球变暖对世界社会经济和自然生态的影响，是全方位的、深刻的而且长远的，二氧化碳在空气中的含量呈上升状态，预计2l世纪末将达到650×10-6～700×10-6[1].因此，国际社会对气候变化给予了极大关注。《京都议定书》生效后，各缔约国都在想办法，在自己的经济与科技范围内积极采取有效的措施应对气候变化。其中，英国是实现碳减排目标，并积极采取有效措施的典型国家之一，对我国温室气体排放的控制方法的发展有重要的借鉴意义。
