4.3 吸纳多元资本，拓宽复垦资金渠道

　　如上所述，短期内对废弃矿可采取先造地后补地的办法。交换的原则是垦多少，换多少。从长远看，废弃地可以像德国那样通过拍卖和招标的方式得以复垦，从而减轻政府的财政负担。同样，也可以辅之以某些激励机制，比如减征土地使用税、允许有偿转让土地使用权等等。

　　对于原有矿与新开矿，有必要实行复垦保证金制度。原有矿可以按产量或销售量缴纳保证金;新开矿的保证金应该在申请开采许可时缴纳。保证金额度应由国家环保局本着合理、适当的原则确定。既要保证足额支付目前的复垦费用与长期维护的费用(比如，有酸性排水的地方);同时又要确保保证金额度不使未来投资者望而却步。较为理想的政策是分阶段、逐步、灵活地调整数额，而非一次性缴纳一大笔保证金。

　　缓解资金不足的办法还有如减免税收、开展省际[10]与国际间的合作。拓宽国家复垦专项基金渠道，可通过发行土地复垦彩票吸纳民间资本，同时建立一种有效机制来保证复垦专项基金的合理使用与管理。
